N+2 Rule

We are urging the DHET to revise the N+2 rule. The reason behind this is the N+2 rule which states that NSFAS does not fund a student who has registered at a tertiary institution for more than 5 years. It does not look at how many years NSFAS has funded you but how many years you were registered at a tertiary institution, even if you discontinued on that academic year.
Why is this important?
This is crippling a lot of students because for an example, one may register at TUT and drop out due to financial reasons and then register at UJ for an extended programme which normally takes 4 years to complete. If this student fails a module on their 4th year, they would need an extra year to complete and thus not get funding from NSFAS. My request for the ministry is to please revise this rule. It is also evident that gap years are also included when counting the number of years the student has been registered at a tertiary institution.
At this point in time it is really hard to find an external source of funding because of the current status quo. It would be fair for NSFAS to count the numbers of years it has been funding you and not the other way around.
